In terms of voice I would go with Allen but in terms of skill and technique I will say Labrie..
My all time fav vocalists are
Jorn Lande, Nils K Rue, Jeff Scott Soto, Myles Kennedy, Matt Barlow, Warrell Dane, Jonny Lindkvist, and so on and so on.....

Russell Allen for sure, he can do so many different styles even within the same song and sound perfectly comfortable with all of them. They are all great in some way but IMO Allen is at the top of his game.
